proposed time zone package changes

Germán Poó-Caamaño's proposed changes cite the latest government sources and
get the peculiar Saturday (rather than Sunday) transition date right;
below find the revised patch (relative to the tzdata2007k.tar.gz file)
reflecting Germán's work. Since this kicks in the wee hours of Saturday,
I'll try to make tzcode2008a.tar.gz and tzdata2008a.tar.gz
available Friday morning.
