Hi Arthur, 

This is Amar Devegowda from IBM Java Team. 
We recently downloaded the tzdata2008c from your website and found that the DST rules for Pakistan is as follows: 

Rule Pakistan        2008        only        -        Jun        1        0:00        1:00        S 
Rule Pakistan        2008        only        -        Sep        1        0:00        0        - 

According to the above rule, DST end date for Pakistan is Sep 1st. 

However, the following websites informs that the DST end date for Pakistan is August 31st 00:00am
