Running tzcode under Windows / C++ .NET

Hi Ilya,

thanks for the link. This library directly uses the textual files in the tzdata*.tar.gz archives. I'm not sure whether this is the best idea - the code in tzcode*.tar.gz is already able to do that; and it is widely used and very well tested. And our application is already able to read the binary tzfiles.

So it would be a lot easier if we just could use the code that comes with the tz data under Windows.
