Now officially, the Nation exceptuated 12 Provinces from the Decree 1693 
via a new Decree 1705 that appeared today in the Boletín Oficial:

The Provinces that will NOT apply DST are the following ones:

CATAMARCA
LA RIOJA
MENDOZA
SALTA
SAN JUAN
SAN LUIS
LA PAMPA
NEUQUEN
RIO NEGRO
CHUBUT
SANTA CRUZ
TIERRA DEL FUEGO, ANTARTIDA E ISLAS DEL ATLANTICO SUR

I'll try to create a new patch, considering what Petr Machata sent 
earlier and this info, and will send it to the list later.
