Makefile cleanup to make distro' lives easier

what are the target systems for tzcode ?  how do people feel about cleaning up 
the Makefile to better fit up-to-date systems ?  we're carrying a Makefile 
clean up patch in Gentoo here:
http://sources.gentoo.org/sys-libs/timezone-data/files/timezone-data-2008h-makefile.patch?rev=1.1

and really, most of that is generic ...
