Tim,
 If you are referring to mapping of the IDs, CLDR 
<http://unicode.org/cldr> has that mapping:
latest at:
    
http://www.unicode.org/cldr/data/common/supplemental/supplementalData.xml
and search for:
    <mapTimezones type="windows">

Terms of use here: http://www.unicode.org/copyright.html

It would be interesting to compare the two.
