I've checked with some people I know in Kiev, and they insist that UTC+3 
is correct at the moment. This is also information I find in various 
sources online, f.e.: http://gc.kls2.com/airport/KBP

Please be aware that London, is not on GMT (UTC+0) at the moment, but on 
BST (UTC+1).
