Grep for =3D in the tzdata files and replace it with = basically. I've 
found these in africa's new Egypt entries, some Mauritius links and a 
link for some Brazil change in southamerica but I couldn't verify this 
link since it error'd with and without the change.

There might be other issues with other encoded characters.

Sorry but I can't provide a patch at the moment.
