proposed time zone package changes for Samoa (comment only) and Egypt

Below are propsed changes to the "africa" file (for the end of DST in Egypt in
2009) and the "australasia" file (adding a comment about the possibility of
Samoa observing DST in 2009/2010).

If no problems are found, expect these to show up on the ftp server this coming
Monday.
