FW: updated Olson DB for new end of Egypt DST

The Java TZupdater appears to just be an archive with a set of timezone
files inside.  You should be able to unjar, unzip the timezone files,
replace the timezone files with updated ones, rezip, rejar.

I don't know if the updater performs consistency checks on the files
inside.
