Question regarding America/Manaus timezone

I guess it boils down to
b) Microsoft timezone is incorrect
or
d) The Microsoft timezone [(GMT -4:00) Manaus - Central Brazilian Standard Time] does not
   correspond to the Olson's America/Manaus timezone

So either
 
a) I do not interpret the timezone rules properly for America/Manaus, and there is a DST being observed there.
   If so, please let me know how I should read the above rules/timezone information.

As far as I know and ON (HYPERLINK "http://www.on.br"Observatório Nacional - Brazilian Official Timekeeper) states (see:HYPERLINK "http://pcdsh01.on.br/Fusbr.htm" Brazilian Official Time Map out side of DST period and HYPERLINK "http://pcdsh01.on.br/FusoBR_HVCorrente.htm"Brazillian Official Time Map during DST period) Olson data is correct and there is no DST in Manaus since 1994.
