proposed changes to time zone "asia" file for Bangladesh

Perhaps we should properly create a DST rule for Dhaka? Seems like  
this could potentially be a regular occurance, since the news mentions  
DST will be turned off again 7 months after March 31st on Oct 31, 2010.
