The Asia/Dhaka rules seems to have some new syntax:

  Rule	Dhaka	2009	only	-	Jun	29	23:00	1	S
  Rule	Dhaka	2010	only	-	Jan	1	0:00	-	-

Previously, that sort of thing was written as:

  Rule	Dhaka	2009	only	-	Jun	29	23:00	1:00	S
  Rule	Dhaka	2010	only	-	Jan	1	0:00	0	-

It'd be really nice if this project had an official syntax checker (he 
says, not really volunteering to write one ;)
