proposed time zone package changes for Palestine, pytz home page

Below are two proposed time zone packages changes, the first to the "asia" file
to reflect Palestine's change this year in the start and en of DST and the
second to the tz-link.htm file to reflect the change in the pytz home page.

If no problems are found, expect these to show up in the ftp directory this
coming Monday.
