Asia/Krasnoyarsk GMT offset wrong?

I received a bug report with the following claim for this time zone:

> Expected Results:
> 1. If Asia/Krasnoyarsk is in standard time, should be 21600 (GMT +6)
> 2. If Asia/Krasnoyarsk is in daylight savings time, should be 25200 (GMT +7)
> 
> Actual Results:
> 1. Standard time returns 25200 (GMT +7)
> 2. Daylight savings time returns 28800 (GMT +8)
> 

I see in the europe file (today’s version, 2009s) that the base offset is indeed +7. So, does anyone know if this is correct?
