proposed time zone package changes (antarctica & tz-link.htm)

So much for being caught up. At the end of this message you'll find
proposed changes to the time zone package; here's the executive summary;
the "antarctica" file has updates to thee local times of Australian
research stations and there are two additions to the "tz-link.htm" file.
I plan to update the ftp distribution on 2009-11-09 barring any problems.
