proposed time zone packages for Antarctica (cosmetic) and Fiji

Below are proposed changes to "australia" (for Fiji's use of DST in 2009-2010)
and "antarctica" (changing a "2:0" in one of the rules to "2:00", which does
not change zic's binary output).

To give the Fiji change a chance to make it out in to the field before the
effective date at the end of this month, these changes will appear on the
ftp site on 2009-11-16 unless problems are found.
