Talks about DST in Nepal

According to the Nepali Times, there has been a discussion about 
observing DST in Nepal:

"Daylight saving time (DST) has been discussed before in the Nepal 
Electricity Authority and the Ministry of Environment, but plans have 
since gathered dust. If enacted, DST would delay sunset and sunrise by 1 
hour and 15 minutes, reducing light use during evening peak hours"

Also from the article, it seems that the 15 minute difference to India 
is not that popular, although having DST will not exactly make it easier 
(1.5 hour difference to India):
