Yes, being "official" (whatever that really means) has never been a
criterion, what matters is that the timezone is actually used by
people, and that it have some defined locality of reference (it is
better if it is the most commonly observed time reference within
that region, but I don't think we've ever required that, or have a
way to verify it if we did.)

If the rules proposed look to be reasonably complete and accurate
I support adding them.
