New initiative for DST in Juarez, Chihuahua (Mexico)

There is a new initiative or intention to redeem the proposal ("frozen" in the 
previous legislature) to approve the new DST schedule in the municipality of 
Juarez, Chihuahua state (Mexico):

A eso se le añadiría “en el caso del municipio de Juárez, en el estado de 
Chihuahua, esta aplicación surtirá efecto desde las dos horas del segundo 
domingo de marzo y concluirá a las dos horas del primer domingo de noviembre”.

shall take from two hours the second Sunday in March and end at two hours the 
first Sunday in November."

DST starts in El Paso, USA (second Sunday in March) 3 weeks before DST starts 
in Juarez, Mexico (First Sunday in April). 
DST ends in El Paso, USA (first Sunday in November) 1 week after DST ends in 
Juarez, Mexico (Last Sunday in October).

4 weeks of DST mismatch in USA and Mexico (3 weeks in spring and 1 week in 
autumn) is affecting communities on both sides of the border.
