tzdata2009o - southamerica

Regards,
The Argentinian DST time change for Oct-19 was *not* done in the whole
country; several Provinces did *not* change the clocks.

Is this the reason why tzdata2009o doesn't contain these changes?    (just
guessing, I need to ask)
