proposed time zone package changes: Pakistan DST end; Argentina comment

Below find proposed time zone packages for "asia" (end of DST in Pakistan in
2009, as provided by Petr Machata with very slight normalization) and
"southamerica" (adding comments on the situation in Argentina for 2009-2010
from Alexander Krivenyshev and yours truly).

If no problems are found, expect these changes to show up in the ftpable
archive on 2009-09-28.
