Now they seem to have changed their mind, November 1 is the new date:

And more importantly, it seems that these dates will be kept every year:
"It has now been decided that clocks will be wound forward by one hour
on April 15 and reversed by an hour on November 1 every year without
obtaining prior approval, the officials added."
We have confirmed this year's end date with both with the Ministry of
Water and Power and the Pakistan Electric Power Company:
