update tz-link.htm to add mkdir tz and cd tz like in README

I just followed the instructions in tz-link.htm before to see there is no
top directory in tz*.tar.gz

To avoid that same mistake for others, please find a patch that update
tz-link.htm to have the same instructions than in README ( with  mkdir tz
and cd tz before wget)
