changes in russian timezones in europe file

Hello,
there was some changes in europe/russian time zones last weekend.

Samarskaya oblast', Udmyrtskaya respublika with timezone Europe/Samara 
moved to Volgograd time zone according to
Government of Russia decree # 170, on Mart 19, 2010 "Application in the 
territory of the Samarskaya oblast the second time zone" (GMT+3)

Government of Russia decree # 166, on Mart 19, 2010 "Application in the 
territory of the Udmyrtskaya respublika the second time zone" (GMT+3)

2010 "Application in the territory of the Kamchatka region and  
Chukotskij avtonomnyj okrug the tenth time zone" (GMT+11)

the europe file version 2010f has this change, but link

is rotten,
so i sugget to use http://www.rg.ru/2009/09/24/kemerovo-dok.html instead 
of it.
