Ah, I did not join the mailing list until after May 8, 2010 (because of
the change). At that time Redhat had just released tzdata-2011g (three
days before the change). I have not seen tzdata-2011h (looking for it)

According to the patch applied earlier this year it was (originally)
scheduled for October 9, 2011.
This was discussed (by me!) sometime around late March when the change was
made; I submitted a patch which was accepted at that time which changed
the DST off time to May and the DST on time to August. From the current
file (tzdata2011h):
