West Bank and the Gaza Strip will have different time zones

Wikipedia gives as relevant cities for 'Palestinian territories'
Administrative centers:
Ramallah (West Bank), Gaza (Gaza Strip); East Jerusalem is the 
proclaimed capital of Palestine

For timezone areas, which try to avoid political issues, it may be a 
reasonable choice to use Ramallah, which is the current administrative 
center of the West Bank, as Isreal refuses access to East Jerusalem for 
the majority of west bank inhabitants.

The aim is to define an easily identifiable timezone area, not to make 
political statements.

Of course the avoiding of 'East Jerusalem' is also an indirect 
statement, but at least  Asia/Ramallah is pragmatic and, as timezone 
area, easy to understand.
