Whatever one's views of the political situation or of what ought to become
of the disputed territory, there does not currently exist a distinct city
called "East Jerusalem". The official time in the entire city of Jerusalem
is presently determined by the government of Israel.
The population figures for the West Bank are a matter of some uncertainty,
but it's probably safe to assume that the largest population center in the
West Bank which is subject to the rule of the Palestinian Authority is
Hebron.
Some figures can be found here: http://en.wikipedia.org/wiki/West_Bank
