[tz] Summer time during WW2 for Europe/Zagreb

Try running this in a shell:

$ TZ=Europe/Zagreb date -d '1942-06-11 22:00 UTC' +'%c %z'

If this prints the correct date then the bug is most likely in firefox.
If not then there is something wrong with your tzdata installation.
