[tz] Tokelau crossing date line

A correspondent informed me that Tokelau, like Samoa, will be skipping
December 31 this year, thereby changing its time zone from UTC-10 to
UTC+14. When I tried to verify this statement, I found a confirming
article in Time magazine online
(http://www.time.com/time/world/article/0,8599,2103243,00.html). The
Wikipedia article on Tokelau also mentions the change. To the best of
my knowledge, this hasn't been reported to the tz list yet.
