interpretation of Rule

Starting in 1918 they used Ghana GMT (0:00 offset)

Then from 1936 - 42 they used Ghana GHST from September thru December.

They remain on Ghana GMT.

Interesting case though, that they moved their clocks forward only in 
the fall, and only 20 minutes.
