Is this a bug in the upstream or just Ubuntu (10.04LTS)?

The GMT-x and GMT+x in the "ETC" section are flipped/backwards. 
(Arizona should be GMT-7, but equates to GMT+7).  Quito/Bogota should be 
GMT-5, but GMT-5 is giving GMT+5.
