No, it's different I think. The rule that Mr Olson put in was what you 

described, but it's not what I read from the French on the website, 

which basically says:

 

The 3rd april 2011 at 00:00:00, it will be 3rd april 01:00:00 S

The 31th july 2011 at 00:00:00 S, it will be 30th July 23:00:00
