The file tzdate/europe contains this comment regarding the end of DST in
Germany 1944:

Rule C-Eur 1944 only - Oct 2 2:00s 0 -
I have looked up the Reichsgesetzblatt 1944, p.198 which contains the
text of the respective decree. Shanks has the correct date and time.
I attach a copy.
It is very precise because it deals explicitly with the fact that the
hour from 2 am to 3 am occurs twice, when the clock is set back from 3
am to 2 am.
It says (my translation from German):
For the hour of 2 to 3 in the morning of 2nd October 1944, the first
occurrence will be called 2A, 2A 1 minute etc until 2A 59 minutes. The
second occurrence will be called 2B, 2B 1 minute etc until 2B 59 minutes.
