It is a desktop Un*x, so it should be included - especially if Mark's using it as the benchmark....

Well, yes, but that doesn't mean you shouldn't try to do as well as Apple (and not do so without knowing what Apple's doing). I suspect most OS X users have no clue what's in /usr/share/lib/zoneinfo or what /etc/localtime links to, and they *shouldn't have to*. If Ubuntu's to be as pretty as OS X, most Ubuntu users shouldn't have to know that, either.
The setting of TZ and/or what /etc/localtime links to should be a detail that only geeks need to care about, just as the setting of LANG is. en_US.UTF-8 needn't be prettified to "English-United States.UTF-8" for the benefit of people unfamiliar with the ISO codes in question; TZ needn't be prettified for the benefit of people who don't know the way the TZ database is structured.
