[tz] [PATCH 2/4] Morocco does not observe DST from Jul 20 03:00 to Aug 20 02:00.

Will a tzdata2012d be posted with this change sometime today? For
those of us with a process built around the official bundle on the
site, time is needed to deploy ahead of the weekend.
