[tz] Haiti on DST now

Possible changes for DST in Haiti are attached; for convenience they also
appear below (with tabs mangled by Gmail).

(This is a case where even though right now the Rules cover just one year
we're motiviated to use stuff such as "Sun>=8"
to ease extension of the rules if appropriate in 2013.)
