[tz] Eternal DST rules for Morocco from 2012 at last

This thread highlights the almost incredible demand for the zoneinfo
database to remain exceedingly conservative. If, e.g., tzcode became
dependant on c++, or any other newfangled innovations, it could affect
untraceable people with no obvious connection to the project itself who
find themselves dependent on the ability to  react to local legislative
changes faster than their system providers.
