[tz] Morocco will start DST on March 25, 2012

I've attached proposed changes to "africa" for Morocco's DST change; for
convenience they also appear below (with tab characters mangled by Gmail).
More work is needed as noted; these changes are to get us through the
transition at the end of this month.
