This may need a zone creation similar to the ones in the Sakha
Republic. The Sakha summary may contain all needed laws:

If I have time, the bug is open and I am still allowed to post to the
tz mailing list I may mail a deeper analyze of the needed fix, similar
to the one I did create for the Sakha Republic.
