[tz] Propose new zone for Crozet Islands

I updated the patch according to the remarks done:
- I corrected the typo about the longitude;
- I used Indian/Alfred-Faure, since there are already some zones with an
hyphen, and it seems that using an hyphen is a better (English) spelling.
