[tz] patch for leapseconds to incorporate IERS bulletin C44

In accordance with the tradition of keeping a copy of the most
recent IERS bulletin C (currently C 44) in the leapseconds file
(as comments at the end), here's a patch that updates it from
C43 to C44.
