[tz] Libya one hour back last night

Thanks for generating the tables. I came up with the
following slightly-condensed version and would like to
push out a new tz version soon. I looked for confirmation
that the rules actually took effect in Tripoli, but I'm
afraid my Arabic's pretty bad.
Also, I have a few other minor patches saved up and will
email them out shortly, so they can be part of the new tz
version.

Subject: [PATCH] Libya moving to CET, but with DST.
* africa (Libya, Africa/Tripoli): Libya switched to CET
on 2012-11-10 at 02:00, and plans to switch to CEST
Mar lastFri 1:00 and switch back Oct lastFri 2:00.
