Pacific/Auckland  Sat Sep 29 14:00:00 2012 UTC = Sun Sep 30 03:00:00 2012 NZDT isdst=1 gmtoff=46800
Pacific/Auckland  Sat Apr  6 13:59:59 2013 UTC = Sun Apr  7 02:59:59 2013 NZDT isdst=1 gmtoff=46800

46800 / 3600 = 13
