[tz] America/Bahia will not join Brazilian DST in 2012

It's been published in the news that the state of Bahia, Brazil, will
not be joining the DST this year.

Since the news came a little late, systems using America/Bahia need to
be upgraded ASAP to stay in the correct time after DST starts (Oct 21st,
next Sunday). Is it possible to have a new release of tzdata soon so
that we can coordinate a quick update?
