[tz] [PATCH 2/3] Web page updates.

* tz-link.htm (DC.Identifier): Move canonical location to cs.ucla.edu.
Move public-domains and corrections notices to <address>.
Update some URLs.  Add Android.  Mac OS X has been renamed to OS X.
