I agree with that and Timothy presented a good reason for the change
he proposed. Differentiating between Eastern non-DST and Eastern DST
time by the acronym.

Seems we have some common ground missing anyway, since your
requirement is not understandable to me. And you refuse to explain it,
when asked "Why?"

This will fail if there are not "many web sites" showing "official
government backing".

That aside, what is "many" for you, so one could start to try to match
this requirement?
