I'm not sure of the contents, but the tz_russia and tz_world files are dated April 18, 2013.  I don't know what to do with the shape files, but the tz_russia.png image appears to show the two zones you mentioned.
Perhaps you need to refresh the pages in your browser?

(Or perhaps I misunderstood you again and by "contained in" you meant the zones overlay the other zones in the shape file?  I don't know what to do with the shape files.)

The "History" section of http://efele.net/maps/tz/ hasn't been updated with this change yet.
