[tz] Proposal regarding tz DB and leap second updates

Just as an FYI, in the early, early days of this list there was a proposal
(or so I recall) to deliver the tzinfo for, say, America/Los_Angeles as a
TXT record in response to a DNS lookup for "Los_Angeles.America.zoneinfo.tz
".

As far as I know, nothing ever came of it.
