[tz] [PATCH] Updates for Chile 2013

I’m not an expert (which is why I didn’t try my hand at it), but it looks like this patch will leave no rules for 2014 onward. Rather than removing the current lines, shouldn’t you move them to the end and make them “2014 max”?
